Established in 2014 by Joyce A. Horn, a longtime teacher at Bloomfield Elementary School. The fund shall provide scholarships to Jay County High School graduates who are majoring in Education, with preference given to those studying Elementary Education at Ball State University who attended Bloomfield Elementary School.
