Established in 2005 by the will of Frances O. Gillespie. In 1958, the Gillespies partnered with Charles and Florence Coldren and Harold and Alma Green to establish Jay County’s first classes for special needs children. That class eventually grew into Jay-Randolph Developmental Services. The fund is to support the promotion of education of special needs children who have an intellectual or developmental disability.
