Established in 1996 by Mildred May and Ray McKinley, Jr. as a memorial to their parents. Mr. and Mrs. McKinley were both born and raised in Jay County and lived in Portland their entire married lives. The fund is to provide scholarships to Jay County High School graduates. Category: Scholarships
