Established in 2024 as an unrestricted fund by Lt. Col. Jeremy and Jennifer Gulley, desiring to support grants, scholarships, and activities promoting the cause of veterans, patriotism, and the civic engagement of youth. Jeremy is a long-serving Jay County school administrator, a combat veteran, and a former trustee and president of The Portland Foundation. Jennifer is a loving wife, and mother to Liam, Connor and Evelyn Gulley.
