Established in 2023 by Doug S. Milligan upon the death of his wife Judith Elaine Milligan. This unrestricted endowment will provide support to Jay County organizations under the direction of the Foundation’s Board of Trustees. Judy was a loving and caring elementary school teacher in Portland for many years, and was also a member of various community boards of directors, including Arts Place, Portland Library, Geneva Library, Jay County Fair and First Presbyterian Church of Portland. Doug was very active in Portland, having served as President of The Portland Foundation Board of Trustees as well as a board member and officer of the Portland Lions Club, the Jay County Fair, the Portland Chamber of Commerce and the First Presbyterian Church of Portland. He was active while young as an Eagle Scout, leader of the Starlighters Dance Orchestra, a member of the Indiana University Marching Band and the Portland based Comets Drum and Bugle Corps. More recently he was founding Board President of John Jay Center for Learning and Limberlost Walking and Biking Trails.
