Established in 2022 as a fund of The Dunkirk Foundation by the Louks Family.  The fund is to provide educational scholarships to students who are pursuing a 2 or 4 year degree in either an LPN or RN nursing program at a qualified college or university, and are to be graduates of Jay County Jr.-Sr. High School or Blackford County High School and reside in either Jay County or Blackford County. Furthermore, students are to have a grade point average of 3.4 or higher at time of application.  The fund was transferred to The Portland Foundation in 2023 when The Dunkirk Foundation merged with The Portland Foundation.
