Established in 2018 as a fund of The Dunkirk Foundation by Greg Retter and Connie Retter in memory of their grandparents Roy and Marjorie Retter and their parents Johnny and Lois Retter.  This unrestricted fund shall provide support as directed by the Board of Directors.  The fund was transferred to The Portland Foundation in 2023 when The Dunkirk Foundation merged with The Portland Foundation.
