Established in 1997 as a fund of The Dunkirk Foundation by Dr. Donald W. Johnson in honor and in memory of his parents, Frank R. and Jessie B. Johnson.  The fund is to award grants to one or more of the following organizations or projects:  The Dunkirk Beautification Committee, Dunkirk Glass Museum, West Jay Community Center, Dunkirk Historical Society, or the Dunkirk Railroad Depot Project.  The fund was transferred to The Portland Foundation in 2023 when The Dunkirk Foundation merged with The Portland Foundation.
