Established in the early 1970s as a fund of The Dunkirk Foundation to help defray the medical costs for Mrs. Eltzroth in her battle with cancer.  Sadly, she passed away before any could be used.  The Foundation, with her family’s blessing, redefined the fund to help others with similar needs but limited the use of the funds to medically related expenses not reimbursable by insurance.  The fund was transferred to The Portland Foundation in 2023 when The Dunkirk Foundation merged with The Portland Foundation.
