Established in 2009 by Linda and  Phil Frantz as an unrestricted fund in honor of her husband. Phil is a former trustee and president of the Portland Foundation and is a retired attorney; Linda is a retired kindergarten teacher and their children are Jill DeHoff and Andy Frantz
